If it is not appropriate to allow any institution to keep on carrying out the act of financial intermediation by the reason that the institution has done any act as referred to in Section 18, the Bank shall give an opportunity to such an institution to make
necessary reforms, and may prevent such an institution from carrying the act of financial intermediation.
